Conoy is a Nomai scientist who worked in the Southern Observatory, along with Spire. Presumably, they helped build the Eye Locator there.
Conoy was the first to come up with the idea of combining the work in the High Energy Lab with the Orbital Probe Cannon in order to search the entire radius of the cannon at once.
